We will always have more information looking back at an event than we do in the moment we are experiencing it.
Therefore, no action is ever "fully informed". It's only a question of how close we are to being so.
Furthermore, taking action tends to reveal new information that is then used for course corrections.
Obviously, blind action should be avoided, but indecisiveness can be just as dangerous.
As experience is accumulated, decisions in the future can still be assessed, but this evaluation process becomes quicker and more efficient due to acquired wisdom.
This is why not all snap decisions are the same. Some come with much more information than what is seen on the surface.
